JDI project managed by the Joint Declaration of Intent Financial Mechanism extends its implementation until June 2026

The extension of the JDI Project managed by the Joint Declaration of Intent Financial Mechanism was approved by the Government of Norway, following a request submitted by the Board of Directors and an evaluation of the project’s progress in contributing to the conservation of the Peruvian Amazon.

The third Board of Directors meeting of the Joint Declaration of Intent (JDI) Financial Mechanism was held with the participation of representatives from the central government, regional governments, indigenous organizations that are partners in the project, and Norway, in its capacity as the donor country. During the session, progress made in 2025, the proposed Annual Operational Plan (AOP) for 2026, and the allocation of resources to indigenous organizations were reviewed.

 

In its contribution to meeting climate and conservation goals, the JDI Project has made significant progress during 2025. More than 4.5 million hectares are now covered by mitigation measures, thanks to the coordinated work of Profonanpe, regional governments, and partner organizations. In addition, nearly US$5 million was mobilized to reduce deforestation, strengthening conservation efforts in Amazonian territories.

 

The JDI Project implements Peru’s commitments under the Joint Declaration of Intent (JDI) on REDD+, which seeks to contribute to the reduction of greenhouse gas emissions and deforestation in the Peruvian Amazon. Through its actions, it also promotes the strengthening of public environmental policies as part of the implementation of cross-cutting enabling conditions in the Amazon regions.

 

Along these lines, during the implementation of activities outlined in the 2024-2025 Global Operational Plan, there has been a 96% increase in the number of hectares under mitigation measures in the areas of agroforestry systems, community forest management, and effective management of regional conservation areas and protected natural areas. Similarly, 85% progress has been made in the implementation of enabling conditions in the Amazonian departments. By 2026, it is expected that the outcome targets for the various results will be achieved.

 

The Deputy Minister of Strategic Development of Natural Resources of the Ministry of the Environment, Romina Caminada, highlighted that the JDI Financial Mechanism has become a key space for coordinating efforts. She pointed out that joint work between State sectors, regional governments, indigenous organizations, and international cooperation is essential to continue promoting actions in favor of the Amazon.

As part of the review of the 2026 AOP, the Board approved the proposal presented by Profonanpe’s technical team, which was developed in coordination with the project’s implementing partners. This will enable the mobilization of more than US$1.25 million for the conservation of the Peruvian Amazon, covering more than 580,000 hectares under mitigation measures and contributing to the reduction of deforestation.

 

The Board of Directors included representatives from the Ministry of the Environment; the Norwegian Embassy; the Ministry of Culture, the Ministry of Agricultural Development and Irrigation; the National Forest and Wildlife Service; the Amazon Regional Association representing the regional governments of Loreto, Amazonas, San Martín, Ucayali, Huánuco, and Madre de Dios; as well as the indigenous organizations Aidesep, Conap, and Anecap; and Profonanpe in its capacity as technical secretariat.

 

About the Financial Mechanism of the Joint Declaration of Intent (JDI) – Phase 2

 

The Joint Declaration of Intent is a voluntary cooperation agreement signed by the governments of Peru, Norway, and Germany in 2014 to reduce greenhouse gas emissions caused by deforestation and forest degradation. The United Kingdom joined the agreement in an addendum signed for the period 2021-2025.

 

The JDI is led by the Ministry of the Environment and implemented by Profonanpe as a financial mechanism, with the participation of the Ministry of Agricultural Development and Irrigation, through SERFOR; Sernanp; the Ministry of Culture; the regional governments of San Martín, Huánuco, Ucayali, Loreto, Amazonas, and Madre de Dios; and the indigenous organizations AIDESEP, CONAP, and ANECAP.
