Financial Mechanism of the Joint Declaration of Intent (JDI)

It is the instrument through which Profonanpe manages the funds for the implementation of the phases of reducing Greenhouse Gas (GHG) emissions from deforestation and forest degradation (REDD+) that come from the Agreement of the Joint Declaration of Intent (JDI) between Peru, Germany, Norway and the United Kingdom.

 

The designation of Profonanpe was made through Supreme Decree No. 001-2023-MINAM.

Why is it important?

Articulate key actions for conservation and sustainable development in Amazonian territories.

It allows manage financing to implement climate change mitigation measures linked to forest conservation.

It allows the participation of indigenous peoples in the direct management of DCI financing.

DCI finance?

Through a contribution agreement between the Norwegian Agency for Development Cooperation, the Ministry of Environment and Profonanpe, the Project is being implemented Contribution to the Updated Implementation Plan of the Joint Declaration of Intent (JDI) 2021-2025 – JDI Project.

The DCI Project contributes to Peruvian efforts in the design and implementation of
public policies for reducing deforestation in the Peruvian Amazon.

Additional contribution to strengthening the National Registry of Mitigation Measures (Renami)

The contribution agreement includes an additional disbursement of USD 580,025 for REDD+ enabling activities within the framework of RENAMI. In this context, contributions have been made to strengthening REDD+ implementation through the generation of deforestation data and inputs for the nesting process, the holding of workshops at the national and regional levels, and technical assistance for the implementation and reporting of mitigation measures in the Land Use, Land-Use Change and Forestry (LULUCF) and Agriculture sectors.

What results does the DCI Project seek by 2026?

Mobilize more than USD 2,000,000 to conserve 850,000 hectares of low-lying forest

mitigation measures, through:

Agroforestry systems

Implementation of agroforestry systems in more than 2800 hectares of Huánuco, Loreto, San Martin and Cusco.

Community forest management

Implementation of community forest management in more than 96,900 hectares in Amazonas and Cusco.

Natural areas

Effective management of more than 706,000 hectares of Regional Conservation Areas and Protected Natural Areas in Amazonas, Loreto, Ucayali and Huánuco.

Territorial Rights

Allocation of rights in more than 43,000 hectares of uncategorized land in Madre de Dios.

Does the DCI Project implement it?

Agroforestry systems

Support for formalization, crop enrichment and registration of productive activities.

Community forest management

Promotion of the sustainable use of forests in communal territories.

Effective management of protected areas

Maintenance of ecosystems and unique species in Protected Natural Areas (ANP) and Regional Conservation Areas (ACR), with economic benefits for local populations.

Allocation of rights in uncategorized lands

Support for the titling of native communities and promotion of the categorization of indigenous reserves for indigenous peoples in isolation and initial contact (PIACI).

Reduction of illegal activities

Strengthening of forest and wildlife control and surveillance, as well as regional satellite monitoring units.

Knowledge management

Promoting evidence management to guide public policies for reducing deforestation.

Forest zoning

Development of forest zoning studies.

Joint work with the indigenous organizations AIDESEP, CONAP and ANECAP, during 2024-2025:

More than USD 1,700,000 was transferred, which allowed:

More than 3,700 hectares under sustainable management of permanent coffee and cocoa crops.

More than 18,300 hectares under Community Forest Management.

Strengthening 5 indigenous bioeconomies through utilization plans with associations of women artisans in Ucayali, Madre de Dios and Amazonas.

Regarding the Joint Declaration of Intent (JDI) Agreement

In 2014, Peru signed a cooperation agreement with Norway and Germany, called the Joint Declaration of Intent (JDI), which was expanded in 2021 with the inclusion of the United Kingdom and the United States Agency for International Development (USAID); the latter as an observer.

On November 18, 2022, at COP 27, the Contribution Agreement between Peru, Norway and Profonanpe was signed for the management of $ 10 million for the financing of the priority actions of the “Updated DCI Phase 2 Implementation Plan 2021-2025”, which has a total approximate cost of $ 50 million.

This agreement seeks to mitigate Greenhouse Gas (GHG) emissions in our country, which are produced as a consequence of deforestation and degradation of the Amazon rainforest.
