With the aim of strengthening resilience to climate change in high-Andean regions, Profonanpe, Peru’s environmental fund, has launched the second call for proposals for the Puna Competitive Fund of the Resilient Puna Project. This initiative will finance up to 30 local initiatives across 58 districts in Apurímac, Arequipa, Cusco, Puno, and the province of Yauyos (Lima) located above 3,500 meters above sea level. More than S/ 16 million will be invested in this call.
Interested organizations have until October 27, 2025, to submit their proposals. Each selected initiative can access non-reimbursable financing of up to S/ 480,000 in Window 1.
The projects must integrate Ecosystem-based Adaptation (EbA) measures—such as the conservation of grasslands, wetlands, and forests—into the value chains of camelids (alpaca, llama, and vicuña) and high-Andean crops like native potatoes and quinoa. This is intended to keep them competitive and sustainable in the face of phenomena such as droughts, frosts, or intense rainfall.
In addition to funding, communities will receive training in business management, financial education, and market access, as well as the opportunity to participate in experience exchange programs and local fairs, thereby broadening their economic development opportunities.

The first pilot call for the Puna Fund, conducted in 12 districts of Arequipa, led to the selection of 11 project ideas focused on conserving Andean crops, sustainably harnessing vicuña and alpaca fiber, and rescuing ancestral knowledge. These initiatives, driven by peasant communities, associations, and micro and small enterprises (MSEs) in partnership with civil society organizations, are currently in Phase 2 of the process, receiving technical support to access funds of up to S/ 800,000. In total, this first edition mobilized more than S/ 4 million in financing.

The Puna Competitive Fund is implemented by Profonanpe and is part of the Resilient Puna Project. This project is a joint effort by MIDAGRI, MINAM, SERNANP, Profonanpe, German Cooperation GIZ, and The Mountain Institute, with funding from the Green Climate Fund, the Peruvian State, the German Government (BMZ), and the Government of Canada.
This contest seeks to guarantee water provision and sustainable livelihoods in Peru’s high-Andean ecosystems.
