With the approval of a set of planning and information gathering actions, the execution of the financing to implement the Updated Phase II of the Joint Declaration of Intent (JDI) to reduce Greenhouse Gas (GHG) emissions from deforestation and forest degradation (REDD+), signed by our country with the governments of Norway, Germany, the United Kingdom and USAID (as an observer), began.
The start-up program, approved in the first ordinary session of the Board of Directors chaired by the Ministry of Environment (Minam), includes the formation of the technical team up to the execution of the prioritized actions of the Implementation Plan of Phase 2 of the Updated DCI 2021-2025, whose execution will be developed in three years.
The meeting was held with the participation of the Ministries of Environment, Culture and Economy and Finance, as well as representatives of the Norwegian Embassy in Peru, the Amazonian regional governments, Serfor and the indigenous peoples.
The initial team will be responsible for gathering information on the ground and developing long-term management documents. To this end, they will work with regional governments and Indigenous organizations to identify priority activities at the local level within the framework of land titling.

In this regard, Nancy Chauca, Vice Minister of Strategic Development of Natural Resources at the Ministry of the Environment (Minam), emphasized the importance of initiating work on this matter. "It is crucial to take swift action to acquire the necessary tools and promote the implementation of this process," she stressed, in her capacity as president of the Implementation Board.
In turn, the executive director of Serfor, Luis Alberto Gonzáles-Zúñiga, pointed out that the DCI's objective is to combat deforestation and forest degradation. "To achieve this, it is necessary to establish fundamental priorities that will allow for the allocation of resources, which will be implemented through regional governments, indigenous organizations, and social organizations," he added.
Tabea Casique, secretary of the Board of Directors of the Interethnic Association for the Development of the Peruvian Rainforest (AIDESEP); and Oseas Barbarán, president of the Confederation of Amazonian Nationalities of Peru (CONAP), expressed the needs of indigenous communities in the development and active participation of this type of initiative.
Regarding the Joint Declaration of Intent
- In 2014, Peru signed a cooperation agreement with Norway and Germany, called the Joint Declaration of Intent (JDI), which was expanded in 2021 with the inclusion of the United Kingdom and the United States Agency for International Development (USAID); the latter as an observer.
- This agreement seeks to mitigate Greenhouse Gas (GHG) emissions in our country, which are produced as a consequence of deforestation and degradation of the Amazon rainforest.
- At COP 27, the Contribution Agreement between Peru, Norway and Profonanpe was signed for the management of USD 10 million for the financing of the actions of the “Updated DCI Phase 2 Implementation Plan 2021-2025”, which has a total approximate cost of USD 50 million.
