Since ancestral times, indigenous peoples have carried out various actions to manage and protect their territories, promoting monitoring and surveillance activities. Over time, these practices were formalized in the creation of the Surveillance and Control Committees (CVC).

The CVCs, established in accordance with Law No. 29763, the Forestry and Wildlife Law, play a crucial role in monitoring and conserving forest resources and wildlife. Through constant patrols and threat reports, these committees guarantee the protection of forests and their natural wealth for future generations.

Under this context and with the objective of strengthening the capacities of indigenous communities in the protection of their territories, AIDESEP, with the support of the Project “Contribution to the Updated Implementation Plan of the JDI 2021-2025”. (JDI Project) – led by MINAM and executed by Profonanpe – presents the primer “Surveillance and Control Committees – Carrying out actions to protect our territories of life.”

About the Booklet

The material was designed to provide general information on monitoring and surveillance activities, as well as the processes for collecting, processing, managing information and sending reports on threats and incidents in indigenous territories.

This booklet includes detailed information on community experiences in monitoring and protecting their territories, the steps necessary to form CVCs, and methods for collecting and managing relevant data. In addition, this material seeks to empower indigenous communities by providing them with essential tools and knowledge for the defense and conservation of their lands.

Distribution and scope

This booklet will be distributed in the workshops that will be held within the framework of the JDI Project as well as in other trainings related to monitoring, control, surveillance and protection of defenders of indigenous territories.

Cecilia Flores, JDI Project Manager, notes that “the primer is a fundamental resource for strengthening the capacity of indigenous communities to protect their territories. Its distribution in our workshops and trainings seeks to ensure that each community member has access to valuable information and effective tools for the surveillance and conservation of their natural resources.”
