More than 4.9 million hectares of the Peruvian Amazon will have climate change mitigation measures in place.

The Joint Declaration of Intent (JDI) Phase II Management Board has approved the Global Operational Plan (GOP) to 2025 and the Annual Operational Plan (AOP) 2024

The approval of the budgets designated to begin implementing actions until 2025 took place this Monday, December 18, after the second ordinary session of the board of directors, held on November 7 of this year, in which the plan and the supplementary budget for 2023 were approved.

 

By 2025, the POG's main objective is toContribute to mitigation measures for over 4.9 million hectares to reduce deforestation in the Peruvian Amazon, with a budget of 10 million dollars, that have been strategically distributed: the 53% of the budget to regional governments and 23% to indigenous peoples, which facilitates a more effective and focused implementation in the territory, 8% to national sectors and 5% to Profonanpe for the execution of technical activities.

 

To achieve this, two components that substantially impact the acreage targets are being prioritized: the effective management of protected natural areas (PNAs) and the effective management of regional conservation areas (RCAs).

 

In the case of protected natural areas, the work will focus on two areas: the effective management of Sierra del Divisor National Park and Yaguas National Park, both located in Ucayali and Loreto, respectively. Regarding the ACRs, priority has been given to work in those located in Amazonas, Loreto, Huánuco and Ucayali, which contribute 4,985,037 hectares under mitigation measures within the framework of the DCI.

For its part, the 2024 Annual Operating Plan (POA) establishes the goals and indicators for the coming year. One of the most relevant points is the allocation of almost 1 million dollars for agroforestry systems in the departments of Amazonas, Loreto, Huánuco and San Martín. These funds will be used to formalize 680 contracts for the transfer of use of areas or lands that have been agroforestry, and to the sustainable management of permanent crops.

 

Profonanpe's role within this project is to have been appointed as the entity that will administer and manage the funds of this initiative, with the objective of ensuring that they are used efficiently and effectively to achieve the objectives of reducing deforestation in the Peruvian Amazon.

Milagros Sandoval, Director of the General Directorate of Climate Change and Desertification of the Ministry of the Environment, highlighted the joint effort of the board of directors for the approval of the documents: «"It is important to highlight that this stems from a collaborative effort in prioritization and also from criteria that were important to agree upon within the framework of this process. There is a significant effort and work by the representative organizations of indigenous peoples to advance on these issues, and also by the regional governments with whom, despite the distances, we have been able to bring forward a proposal that has been developed jointly from the beginning.".

Finally, the board of directors expressed its concern about the recent amendment to the Forestry and Wildlife Law, which they believe could affect the implementation of the POG by 2025, and therefore proposed addressing these regulatory challenges in future sessions in order to propose alternatives and ensure the effectiveness of the implementation.

 

Regarding the Joint Declaration of Intent (JDI)

 

In 2014, Peru signed a cooperation agreement with Norway and Germany, called the Joint Declaration of Intent (JDI), which was expanded in 2021 with the inclusion of the United Kingdom and the United States Agency for International Development (USAID); the latter as an observer.

 

This agreement seeks to mitigate Greenhouse Gas (GHG) emissions in our country, which are produced as a consequence of deforestation and degradation of the Amazon rainforest.

 

On November 18, 2022, at COP 27, the Contribution Agreement between Peru, Norway and Profonanpe was signed for the management of $ 10 million for the financing of the priority actions of the “Updated DCI Phase 2 Implementation Plan 2021-2025”, which has a total approximate cost of $ 50 million.
