The Joint Declaration of Intent will contribute to the reduction of more than 16 million tons of CO2 by 2025

Representatives of the central government, regional governments, indigenous organizations and the Norwegian government met to review the progress of execution of 2025, the increase in the budget and the allocation of resources for indigenous organizations for 2025, and to submit a request to the Norwegian government for its consideration to extend the project for six months at no cost.

The Joint Statement of Intent (JIU) Financial Mechanism held its second Board of Directors meeting of 2025. At this meeting, representatives of the central government, regional governments and indigenous partner organizations of the project, together with representatives of Norway as a donor, reviewed the year's progress and approved the request for an increase of $1,133,299 for 2025, bringing the total budget for the year to $5,449,385. Also approved was the request for the allocation of resources for indigenous organizations for the second half of the year and the submission to the Government of Norway for consideration of extending the project for six months at no cost.

 

According to the 2025 Annual Operational Plan, the execution of the project seeks to contribute to the reduction of 16.94 million tons of CO2 equivalents linked to greenhouse gas emissions generated by deforestation in the Peruvian Amazon by 2025.

 

During this year, progress has been made in agroforestry systems, community forest management, effective management of natural areas, as well as in the implementation of enabling conditions. All these actions are aimed at the main objective of the project: to contribute to the reduction of deforestation in the Peruvian Amazon.

 

Minam's Deputy Minister of Strategic Development of Natural Resources, Raquel Soto, highlighted DCI's contribution to the country's commitments to address climate change. “This whole process contributes to the implementation of the Nationally Determined Contribution, or NDC, the country's commitment to the Paris Agreement. In particular in five greenhouse gas mitigation measures and their enabling conditions in the Land Use, Land Use Change and Forestry sector,” he said.

Progress during 2025

In the first six months of 2025, the implementation of agroforestry systems reached an advance of 81% of the annual goal, with 6,259 hectares under the modality of Cession in Use Agreements for Agroforestry Systems (CCUSAF). 

 

With regard to Community Forest Management (CFM), 176,679 hectares have been covered by the granting of Enabling Titles for the management of forest resources, achieving the goal, surpassing the 140,618 hectares planned for the year.

 

The effective management of Regional Conservation Areas (RCAs) and Natural Protected Areas (NPAs) also shows significant progress. In the RCAs, activities are mainly focused on area surveillance, conservation of existing ecosystems in the areas, and the development of sustainable economic activities with the surrounding population. As a result, 44% of progress has been achieved in hectares patrolled during the first half of the year. At the same time, the NPAs have been working on the implementation of surveillance and control systems, the analysis of the restoration of degraded areas, sustainable productive projects, training for park rangers and the delivery of equipment, which allowed us to reach 56% of the projected annual goal.

 

Finally, in the cross-cutting enabling conditions component to reduce deforestation, 12.3% of the 20% programmed was achieved. Among the actions carried out were the installation of Regional Forestry and Wildlife Control and Surveillance Boards, the implementation of Regional Satellite Monitoring Units, the forest zoning process in Amazonas, and public policy recommendations.

 

Joint commitment to reduce deforestation

The Board of Directors was attended by key stakeholders, including representatives of the Ministry of the Environment, the Norwegian Embassy, the Ministry of Culture, the Ministry of Agrarian Development and Irrigation, the National Forestry and Wildlife Service, the Amazon Regional Commonwealth representing the regional governments of Loreto, Amazonas, San Martin, Ucayali, Huanuco and Madre de Dios, as well as the indigenous organizations Aidesep, Conap and Anecap, and Profonanpe.

 

The progress achieved reflects the coordinated work and commitment of the implementing partners in the Amazonian regions of Peru, where the project is implemented. In this region, environmental institutions, legal security and the collective rights of indigenous peoples have been strengthened, benefiting more than 75,000 people in 608 communities, contributing to the sustainable management of the Amazon.

On the Financial Mechanism of the Joint Declaration of Intent (JIU) - Phase 2

The Joint Declaration of Intent is a voluntary cooperation agreement signed by the governments of Peru, Norway, and Germany in 2014 to reduce greenhouse gas emissions from deforestation and forest degradation. The United Kingdom joined in the addendum signed for the period 2021–2025. 

 

The ICD is led by the Ministry of Environment and executed by Profonanpe as the financial mechanism, with the participation of the Ministry of Agrarian Development and Irrigation, through SERFOR; Sernanp; the Ministry of Culture; the regional governments of San Martin, Huanuco, Ucayali, Loreto, Amazonas and Madre de Dios; and the indigenous organizations AIDESEP, CONAP and ANECAP.
