Joint Declaration of Intent (JDI) Financial Mechanism

It is the mechanism through which Profonanpe manages the funds for implementing the phases of reducing Greenhouse Gas (GHG) emissions from deforestation and forest degradation (REDD+) under the Joint Declaration of Intent (JDI) between Peru, Germany, Norway, and the United Kingdom.

 

Profonanpe’s designation was formalized through Supreme Decree No. 001-2023-MINAM.

Financial Mechanism?

Through a contribution agreement between the Norwegian Agency for Development Cooperation (NORAD), the Ministry of the Environment, and Profonanpe, the Project to Contribute to the Updated Implementation Plan for the Joint Declaration of Intent (JDI) 2021–2025—the JDI Project—is being implemented.

The JDI Project supports Peruvian efforts in designing and implementing
public policies to reduce deforestation across the Peruvian Amazon.

Additional contribution to strengthening the National Registry of Mitigation Measures (Renami)

The agreement includes an additional disbursement of USD 580,025 for REDD+ enabling activities within the Renami framework. This initiative strengthens REDD+ implementation by generating deforestation data, providing inputs for the nesting process, conducting national and regional workshops, and offering technical assistance for reporting mitigation measures in the LULUCF (Land Use, Land-Use Change, and Forestry) and Agriculture sectors.

What results is the JDI Project aiming for by 2026?

Mobilizing over USD 2,000,000 to conserve 850,000 hectares of forest under mitigation measures through:

Effective management of protected areas

Maintenance of ecosystems and unique species in Protected Natural Areas (PNA) and Regional Conservation Areas (RCA), with economic benefits for local populations.

Allocation of rights on uncategorized lands

Support for land titling for indigenous communities and promotion of the categorization of indigenous reserves for Indigenous Peoples in Isolation and Initial Contact (PIACI).

Reduction of illegal activities

Strengthening of forest and wildlife control and surveillance, as well as regional satellite monitoring units.

Knowledge management

Promotion of evidence-based management to guide public policies for reducing deforestation.

Forest zoning

Development of forest zoning studies.

Thanks to these results, the Government of Norway approved the cost-free
extension of the project until June 2026, as requested by the Board of Directors.

Collaborative work with the indigenous organizations AIDESEP, CONAP, and ANECAP during 2024–2025:

More than USD 1,700,000 was transferred, which made it possible to:

Place more than 3,700 hectares under sustainable management of permanent coffee and cocoa crops.

More than 18,300 hectares under Community Forest Management.

Strengthening of 5 indigenous bioeconomies through utilization plans with associations of women artisans in Ucayali, Madre de Dios, and Amazonas.

Regarding the Joint Declaration of Intent (JDI) Agreement

In 2014, Peru signed a cooperation agreement with Norway and Germany, known as the Joint Declaration of Intent (JDI), which was expanded in 2021 to include the United Kingdom and the U.S. Agency for International Development (USAID); the latter in an observer capacity.

On November 18, 2022, at COP 27, a contribution agreement was signed between Peru, Norway, and Profonanpe to manage $10 million for the financing of priority actions under the “Updated 2021–2025 Implementation Plan for Phase 2 of the DCI,” which has a total estimated cost of $50 million.

This agreement aims to mitigate greenhouse gas (GHG) emissions in our country, which result from deforestation and degradation of the Amazonian forests.
