Joint Statement of Intent assesses progress in the first quarter of 2025

The Financial Mechanism of the Joint Declaration of Intent (JIU) evaluated the progress of the first months of 2025 together with implementing partners from the central government, regional governments and indigenous organizations.

During the month of April, Profonanpe, through the DCI, led a series of technical assistance workshops with the DCI's implementing partners. These workshops, which included the participation of the Ministry of Environment, reviewed and gathered input for the 2024 annual report, and evaluated progress for the first quarter of 2025.

 

These evaluation activities were carried out in person with visits to territories in Amazonas, Loreto, San Martin, Ucayali and Huanuco, and face-to-face meetings in Lima with SERFOR and the indigenous organizations Aidesep and Anecap. Virtual meetings were also held with the Regional Government of Madre de Dios, the indigenous organization Conap, representatives of the Sierra del Divisor and Yaguas national parks, and the Ministry of Culture.

 

Advances in Assignment in Use Contracts for Agroforestry Systems (CUSAF)

The CUSAFs are enabling titles that formalize the productive practices of family farmers and allow them to develop sustainable forest management activities.

 

With the support of the DCI, 392 CUSAFs have been granted, covering an area of 2,272 hectares in the regions of Huánuco, Loreto and San Martín. 

 

Advances in Community Forest Management and Management Statements (DEMAS)

This strategy seeks to involve local communities in the management and sustainable use of forest resources. To this end, we are promoting the registration of DEMAS, which are short- or medium-term simplified planning permits applicable to low-intensity forest harvesting activities. In this first quarter of 2025, 26 DEMAS covering 5,418 hectares have been registered.

 

Advances in Regional Conservation Areas (RCAs) and National Protected Areas (NPAs)

The DCI has been working with eight RCAs in four regions of the Amazon: in Loreto, with the RCAs Ampiyacu, Maijuna Kichua, Alto Nanay and Tamshiyacu Tahuayo; in Ucayali, with the RCAs Alto Tamaya Abujao and Imiria; in Amazonas with the RCA Vista Alegre Omia; and in Huánuco, with the RCA Bosque Montano de Carpish. Likewise, support is being provided in the Sierra del Divisor and Yaguas national parks, covering more than 1 million hectares during the first quarter of 2025, 25% of the annual result goal.

 

In these conservation areas, control and surveillance work is carried out through patrols, whose monitoring activities are carried out by regional government personnel and native communities through local surveillance organizations, and are complemented by satellite images.

Progress in the Regional Forestry and Wildlife Control and Surveillance Boards (MRCVFFS) and Regional Satellite Monitoring Units (UMSR)

The DCI has been contributing to the operation and capacity building of these control committees in the regions of Huánuco, Amazonas and Madre de Dios. It also provides technical assistance, equipment and capacity building to the UMSRs for their consolidation and the development of technical instruments for the MRCVFFS and competent entities.

 

Advances in Forest Zoning (FZ)

In the Amazonas region, the updating of the basic cartography has been completed and is at SERFOR for technical opinion. We have also completed the collection of field information (pits and control points) for the study of Soils and Land Classification by Major Use Capacity (CT CUM) and vegetation cover in 5 provinces (Utcubamba, Bongará, Luya, Chachapoyas and Rodriguez de Mendoza), with the objective of assigning each land unit its most appropriate use and management. Finally, there are technical-operational bodies, team and technical committee ZF, updated and active who promote the ZF process.

Regarding the Joint Declaration of Intent (JDI) – Phase 2

The Joint Declaration of Intent is a voluntary cooperation agreement signed by the governments of Peru, Norway, and Germany in 2014 to reduce greenhouse gas emissions from deforestation and forest degradation. The United Kingdom joined in the addendum signed for the period 2021–2025. 

 

The DCI is led by the Ministry of the Environment and implemented by Profonanpe as the financial mechanism, with the participation of the Ministry of Agrarian Development and Irrigation, through SERFOR; the Ministry of Culture; the regional governments of San Martín, Huánuco, Ucayali, Loreto, Amazonas, and Madre de Dios; and the indigenous organizations AIDESEP, CONAP, and ANECAP.
