More than 40 actors The key stakeholders from the territory participated in the first 2025 session of the Regional Forestry and Wildlife Control and Surveillance Board (MECVFFS) in Tumbes, where progress was presented of the most important conservation project under development: the proposed creation of the Manglares de Tumpis Regional Conservation Area (RCA), promoted by CONMANOPE in coordination with the Regional Government of Tumbes and the support of the Conserve Birds Initiative. The workshop combined technical training, institutional dialogue and a field visit to strategic areas of the mangrove ecosystem.
The purpose of this inter-institutional coordination body is to strengthen the coordination between actors involved in the management, control and surveillance of natural resources, with special attention to strategic ecosystems such as mangroves.

Conservation proposal for the mangroves of Tumbes
During the session, Salvador Morales Brown, representative of the CONMANOPE Consortium, presented the technical and social aspects of the proposal to create the Manglares de Tumpis RCA. The presentation addressed the ecological justification, the criteria for delimitation and the importance of conserving more than 5,000 hectares of mangroves. that sustain biodiversity and the lives of local communities.
The proposal for the creation of the ACR Tumpis Mangroves, The proposal, not only aims to establish a legal category of protection, but also to promote a participatory governance model that strengthens the role of the communities, promotes institutional coordination and ensures sustainable management of the territory. The proposal was well received by the attendees, who valued its comprehensive approach.
Field visit to the sectors of El Bendito and ACA Puerto Pizarro
In the afternoon, the participants held a field visit to the sectors of El Bendito (buffer zone of Los Manglares de Tumbes National Sanctuary). and ACA Puerto Pizarro, within the proposed RCA polygon. Ehis field trip made it possible to directly observe the characteristics of the ecosystem and the threats it faces, such as urban pressure and waste accumulation.
During the tour, key areas of high biodiversity, essential as corridors for resident and migratory birds, were identified. The experience also fostered dialogue between local institutions and organizations, strengthening co-responsibility in the defense of the territory.
Beyond the technical aspect, the visit generated an emotional bond with the environment, reinforcing a shared vision of the urgency of creating the Manglares de Tumpis RCA under a participatory environmental governance approach.

These efforts are part of a comprehensive process that seeks to consolidate the ACR Manglares de Tumpis, ensuring its official recognition. and its sustainable management. The combination of workshops, training and field visits strengthens the involvement of local stakeholders and improves decision making in the territory.
Capacity building is essential to ensure RCA sustainability! When communities are empowered with technical knowledge and management tools, they become key allies of conservation, ensuring participatory, effective and adaptive management in the face of environmental challenges.
The Bird Conservation Initiative is led by the American Bird Conservancy (ABC), National Audubon Society (Audubon), Bird Life International, Birds Canada and the Latin American and Caribbean Network of Environmental Funds (RedLAC). The national partners are Profonananpe and ECOAN, leaders of implementation in Peru, with funding from the Bezos Earth Fund.
