Loreto strengthens the effective management of its Regional Conservation Areas within the framework of the Joint Declaration of Intent (JDI) Project

Four new regulatory instruments strengthen governance, participation and sustainable resource use in Regional Conservation Areas.

In 2025, the Loreto region consolidated a key set of regulatory instruments that strengthen the effective, sustainable and orderly management of its Regional Conservation Areas (RCAs). These advances are part of the institutional strengthening process supported by the Joint Declaration of Intent (JIU) Project, led by the Ministry of Environment and executed by Profonanpe, with funding from the Norwegian International Climate and Forest Initiative (NICFI).

 

The approval of four regional management resolutions represents a decisive step towards improving environmental governance in the territory, optimizing the mechanisms for protecting the natural heritage and promoting the responsible use of resources for the benefit of the populations linked to the RCAs.

 

Tools for a more participatory and articulated management

 

Effective RCA management requires identifying who is involved in the territory, how they relate to each other and what roles they play. Along these lines, the “Participatory Management Methodological Tool: Stakeholder Maps and Participation Radar” provides a structured methodology for analyzing, organizing and strengthening the participation of key stakeholders in management processes.

 

This document systematizes information on public institutions, local organizations, communities, the private sector and other actors linked to the RCAs, contributing to a more articulated, transparent and results-oriented management.

 

The instrument was approved by the Regional Management Resolution No. 055-2025-GRL-GGR-GGR-GRAM.

 

Towards sustainable tourism

 

Tourism can become a strategic ally of conservation when it is developed under clear and sustainable criteria. The “Guide for the Granting of Tourism Rights in the Regional Conservation Areas of Loreto” establishes the technical and administrative framework for the granting of rights related to tourism and recreational activities within the RCAs.

 

This guide provides clarity on the modalities, procedures and conditions that provide greater legal security and promote formalization for the granting of rights, encouraging companies and local people to develop tourism and recreational activities in a formal, orderly and sustainable manner. This is intended to stimulate local economies compatible with conservation and strengthen legal security in the use of the territory.

 

This guide was approved by the Regional Management Resolution No. 060-2025-GRL-GGR-GGR-GRAM.

 

Strengthening of the threat warning system

 

The protection of RCAs requires mechanisms that allow for the timely detection and response to threats or impacts. The “Early Warning Implementation and Response Guide” establishes procedures for the identification, registration, evaluation, and response to warnings related to possible impacts on RCAs and other conservation entities.

 

This instrument strengthens the institutional response capacity and improves coordination between competent authorities, promoting a preventive and timely approach to the defense of natural heritage.

 

The guide was approved by the Regional Management Resolution No. 061-2025-GRL-GGR-GGR-GRAM.

 

Criteria for remuneration for the use of resources

 

The use of resources within the RCAs must be developed under principles of sustainability and equity. Within this framework, the guideline “Criteria for establishing monetary and non-monetary retribution for the right to use forest resources, wild flora and fauna and the natural resource landscape within the RCAs” was approved.

This instrument establishes technical parameters that make it possible to order the use of resources, ensure transparency in the determination of retributions and guarantee that the use contributes to the financial sustainability and conservation objectives of the RCAs.

 

This instrument was approved by the Regional Management Resolution No. 064-2025-GRL-GGR-GGR-GRAM.

 

With the approval of these instruments, Loreto consolidates the enabling conditions for effective management of its RCAs, based on participation, prevention and sustainability. These results show how institutional strengthening is a key component to ensure long-term conservation and development compatible with the territory.

 

About the Joint Statement of Intent (JIU), its Financial Mechanism and the JIU Project

 

The Joint Declaration of Intent (JIU) is a voluntary cooperation agreement signed in 2014 by the governments of Peru, Norway and Germany, aimed at reducing greenhouse gas emissions from deforestation and forest degradation. In the addendum signed for the period 2021-2025, the United Kingdom joined the agreement.

 

The ICD has a Financial Mechanism, administered by Profonananpe, which manages the resources for the implementation of its phases. Within this framework, the ICD Project is currently being executed, which contributes to the implementation of the Updated Plan 2021-2025. It is led by the Ministry of Environment and executed by Profonanpe, with funding from the Norwegian Agency for Development Cooperation (NORAD) through the Norwegian International Climate and Forest Initiative (NICFI), and the participation as implementing partners of the Ministry of Agrarian Development and Irrigation, through SERFOR; Sernanp; the Ministry of Culture; the regional governments of San Martin, Huanuco, Ucayali, Loreto, Amazonas and Madre de Dios; and the indigenous organizations AIDESEP, CONAP and ANECAP.
