local governments of the chancay lambayeque basin strengthen capacities to formulate local climate change plans

With technical support from Minam and Imar North Coast, municipalities advance in climate planning for their territories

On February 19, 2026, district and provincial municipalities in the upper part of the Chancay-Lambayeque watershed strengthened their technical capacities to advance in the formulation of their Local Climate Change Plans (PLCC), within the framework of the project Living Basins. The day, led by IMAR North Coast, The meeting was held in Chiclayo with the participation of the mayors of the districts of Huambos, Miracosta and San Juan de Licupis, as well as officials from the Provincial Municipality of Santa Cruz and the districts of La Esperanza, Huambos and Yauyucán, marking a first step towards climate risk management.

 

During the workshop, the Directorate of Climate Change Adaptation and Desertification of the Ministry of Environment presented the guidelines and methodology for the preparation of these plans, highlighting the role of local governments in this process. In turn, the Regional Management of Natural Resources and Environmental Management of the Regional Government of Cajamarca presented the process of updating the Regional Climate Change Strategy and the importance of articulating these plans with this regional instrument. Finally, Imar North Coast, strengthened the practical approach of the workshop by facilitating a participatory work oriented to the initial diagnosis, a key stage for the preparation of the plans.. As a result of the workshop, initial commitments were made by some local authorities to evaluate, within their municipalities, the prioritization of the formulation of their CCLCPs.

 

The PLCCs are instruments for the comprehensive management of climate change, which guide and facilitate local climate action. Their implementation will make it possible to plan adaptation and mitigation actions, promote resilience and improve local quality of life, in accordance with current national regulations.

 

Living Basins, is implemented by Profonanpe with funding from the Adaptation Fund and led by the Instituto de Apoyo al Manejo del Agua de Riego - Imar North Coast in the Chancay-Lambayeque watershed. Its mission is to strengthen the resilience of communities and ecosystems in northern Peru in the face of climate change, contributing to national adaptation goals.
