Huanuco makes progress in its fight against deforestation in the Peruvian Amazon

67 new Contracts of Assignment in Use for Agroforestry Systems (CCUSAF) were delivered in Puerto Inca with the support of the Joint Declaration of Intent (JIU) Financial Mechanism.

The Huanuco region reaffirms its leadership in the fight against deforestation with the delivery of 67 new Assignment in Use Contracts for Agroforestry Systems (CCUSAF) to producers in the province of Puerto Inca. This action, promoted with the support of the Financial Mechanism of the Joint Declaration of Intent (JIU), promotes the formalization of sustainable agroforestry activities on State lands, with the objective of conserving and recovering ecosystems in forested and protected areas.

 

During the signing ceremony, which brought together producers from the districts of Tournavista, Honoria, Puerto Inca and Codo del Pozuzo, the Vice Minister of Strategic Development of Natural Resources of the Ministry of Environment, Raquel Soto Torres, highlighted the importance of formalization provided by the CCUSAF. “These titles not only formalize productive activities, but also empower communities as key allies in forest conservation and in the construction of a sustainable development model,” she said.

Carmen Vegas Guerrero, Vice-Minister of Agrarian Development Policies and Supervision of the Ministry of Agrarian Development and Irrigation, highlighted the importance of the CCUSAFs as a key tool for sustainable forest management. “With these instruments of legality, with these contracts, they are going to protect the environment, while conserving and taking advantage of forest resources,” she said.

 

For his part, the executive director of Profonananpe, Anton Willems Delanoy, emphasized the commitment of the institution, together with the State and international cooperation through the Financial Mechanism of the DCI. “The delivery of these titles is the product of the articulated work between the State, international cooperation and Profonanpe, which we are committed to accompany in the implementation of these actions and be allies for the welfare of the population,” he said.

The work of the JIU and CCUSAF in Huanuco

These contracts will allow the development of responsible agricultural, forestry, livestock, soil recovery and vegetation cover practices, generating environmental and economic benefits for the beneficiary families.

 

These actions are part of the Contribution Agreement between the Norwegian Agency for Development Cooperation (NORAD), the Ministry of Environment (MINAM) and Profonanpe for the execution of the project Joint Declaration of Intent (JIU) for the “Contribution to the updated implementation plan of the JIU 2021-2025 and the participatory process for the RENAMI”. The overall objective of the JIU Phase 2 implementation plan is to contribute to the reduction of GHG emissions generated by deforestation in the Peruvian Amazon. The goal for the current year 2025 is contribute to the reduction of 44.25 million tons of CO₂ equivalent.

For the Huanuco region, DCI has an investment for CCUSAF of $219,363. During 2025, $200,440 has been executed and committed, with $18,922 remaining to be executed during the remainder of the year.

 

In order to deliver the CCUSAFs in Puerto Inca, the Regional Directorate of Agriculture (DRA) and the Technical Administration of Forestry and Wildlife (ATFFS) are developing processes to delimit the starting areas, identify potential beneficiaries, socialize the procedure, award the contract and supervise the process. In 2024, 37 contracts were awarded in Huánuco, covering 2,047 hectares.

 

Regarding the Joint Declaration of Intent (JDI) – Phase 2

The Joint Declaration of Intent is a voluntary cooperation agreement signed by the governments of Peru, Norway, and Germany in 2014 to reduce greenhouse gas emissions from deforestation and forest degradation. The United Kingdom joined in the addendum signed for the period 2021–2025. 

 

The DCI is led by the Ministry of the Environment and implemented by Profonanpe as the financial mechanism, with the participation of the Ministry of Agrarian Development and Irrigation, through SERFOR; the Ministry of Culture; the regional governments of San Martín, Huánuco, Ucayali, Loreto, Amazonas, and Madre de Dios; and the indigenous organizations AIDESEP, CONAP, and ANECAP.
